Integrated care boards asked to find further running cost reductions
Commissioners face another round of management savings while being asked to take on additional delegated responsibilities.

Integrated care boards have been asked to reduce running costs again, at the same time as taking on delegated responsibility for further specialised services.
Chief executives have warned that the two demands pull in opposite directions. Delegation requires analytical and contracting capability that has already been thinned by previous savings rounds.
Some systems are responding with shared services across neighbouring boards, pooling finance, procurement and analytics functions.
The risk, board members say, is that the organisations expected to plan care for millions of people lose the expertise needed to do it well.
